libpurple still active?

I'm not sure what URLs do you mean, but for example Archlinux libpurple package uses released tar.gz from this URL https://downloads.sourceforge.net/project/pidgin/Pidgin and the URL loads fine. It also has last timestamp update, which is around 4 months ago, which I assume is the last release date. 4 months is not a big timespan for a release, so unless you meant something else, libpurple seem to be active.
