 I agree with the request in #1150 however it was not fixed as suggested
 there.

 The suggestion (as I understood it) was for the icons not displayable due
 to window width to be placed into a drop down. (another example would be
 toolbars in openoffice).

 The actual fix became a complete move from formatting toolbar to a toolbar
 with 2 fixed drop down menus and a button (resset formatting).

 Regarding #2352 I would strongly suggest that the smiley window became a
 dropdown matrix behaving as hbons says, having it's own button.
