#2369: On IRC initial channel modes on join should be displayed and logged

 In addition to Ticket #262 I would like to see on IRC that when you join a
 channel you will always get current topic (atm it doesn't display anything
 if no topic is set) and current channel modes printed into conversation
 window.

 With this a user will be able to check his logs later and see exactly what
 was happening with the topic and channel modes from the beginning. Channel
 modes that I have in mind are those that don't have a list behind (like
 ban list).
