#2826: pidgin implicitly requires python for compilation

Pidgin requires python for compiling, however it is not obvious that it
needs to do so. Configure also spots if python is not installed, but goes
on happily. Upon reaching, the dbus sources, it ends with an error: "no:
command not found" since configure did not find python, it just set the
variable for python to no, so the error occurs. The problem could date
 back to previous versions.
