Comment:

 Yes. I disabled extended prefs and could shrink as much as I wanted. I
 then looked into extended prefs and noticed a checkbox to "Allow buddy
 list to shrink below normal size constraints".

 I never noticed that checkbox before and prior to the Ubuntu 7.10 upgrade
 I could shrink, so either that preference was added and defaulted to
 unchecked with the upgrade, or some other factor caused the loss of
 "shrinkability".

 I'd love to know what the "normal size constraints" are since I saw a lot
 of white space.

 Oh well, problem solved - thanks for pointing me in the right direction.
