Comment:

 I can't think of any situation in which you'd want a window raised, where
 you wouldn't want it raised if it's minimized.  It shouldn't make any
 difference whether it's minimized or not.  I think this patch makes it fit
 the semantics of what 'raise' means better, not worse.

 If you're really that worried about people having different preferences on
 this though, just make it configurable.

 The urgent thing isn't enough, as far as I know that just makes it blink
 in the taskbar.
