 The fact that all it does for you is make it blink in the taskbar isn't
 under control by pidgin, your wm/de has chosen that as the appropriate
 response, if it wanted to be a really capable window manager it would make
 the response to that hint configurable and you would able to make it
 present the window to you.

 The above notwithstanding, the word raise has a specific meaning and it
 does not include unminimizing a window. Changing the message notification
 plugin preference to say 'Present' instead of 'Raise' (or adding a
 'Present' option) and using conversation_present would be a valid solution
 to the problem, changing _conv_window_raise is not really.
