 Pidgin/libpurple doesn’t have an Ignore List for ICQ right now. I think
 just renaming »block« to »be invisible to this person« *before* rewriting
 privacy API in release 3.0.0 would be trivial and reduce confusion
 significantly, since users expect »block user« to prevent them from
 messaging them.
