Comment:

 IRC file transfer is very network setup dependent.  There are a number of
 reasons why this wouldn't work.

 The following need to be true for IRC file transfer to work:
  * Pidgin needs to know which IP address to tell the other party to
 connect to.  This may be specified manually in the Network preferences or
 you can set up a stun server to determine this automatically (Pidgin will
 also receive this information from a UPnP router, if there is one
 available).  Note that for file transfers to people within the same
 network as you, the detected external IP will *not* work.
  * The party to which you're sending the file must be able to make a
 direct connection to the IP address determined in the step above.  This is
 the most common point of failure.
