Comment:

 The reason this happens is that GTK+ "Popup" windows (which is how the
 target arrows are implemented) are drawn as the top Z-level on Windows.

 I realize that this is slightly odd, but there shouldn't be any negative
 effects (and there isn't a whole lot we can do about it without ugly
 hacks).
