Comment:

 I had History, Log Reader, Message Notification, Pidgin GTK+ Theme
 Control, Release Notification, Windows Pidgin Options and Guifications
 activated.

 I turned off one by one and restarted pidgin - Message Notification,
 Pidgin GTK+ Theme Control and Windows Pidgin Options(that also has an
 option to Flash window when chat messages are received). No Success!! Some
 few times the behavior is the expected, but then it return to flash 3
 times and lose the highlight.

 Next step was to uninstall Pidgin (and remove .purple dir). I did a fresh
 install and didn't activate any plugin. The behavior remains. Blink 3
 times and then lose highlight. About 10% of the times it acts as expected
 BUT in those cases, if the taskbar is highlighted and the other user
 starts to write a new message it loses the highlight. (I was testing with
 another client in my pc.)
