 If you are using Windows and still want a different managment policy
 consider asking Microsoft for that ability. Since I assume you realize
 that isn't likely to happen, you can work around this deficiency in
 Windows by either always keeping an IM window open (new IM tabs won't
 steal focus) or by turning on the 'Hide new IM conversations' preference
 that's about it. A plugin specifically for Windows might be able to do
 more specifically what you might want but I don't intend on writing it,
 you can though.
