Comment:

 I frequently build in a clean environment.

 `LUP_RETURN_ALL` and `SHGFP_TYPE_CURRENT` aren't part of Pidgin, they are
 part of the win32-api (which you need a newer version of, as indicated in
 the build instructions).

 The other Perl error I've seen before once - somehow the `PurpleAccount.c`
 generation from `PurpleAccount.xs` gets cleared during the
 PurpleAccountOpts.c generation.  I'm not sure why it happens, but if you
 `make -f Makefile.mingw clean` in the `.../libpurple/perl/` directory and
 re-run your make, it should work.
