Comment:

 I'm pretty sure that fmoo is describing what is happening here.

 If the group contains buddies from an account that isn't currently logged
 in, it isn't really possible to completely remove the group.

 This shouldn't be an issue, however, if you don't have the "Show Empty
 Groups" pref enabled as the group will be empty if it doesn't contain any
 active buddies and will not show up.
