 You're right about using strftime. I'm Canadian, so that's what it should
 produce for me ;)

 You're also right about the "Last Seen" info being a bit buggy. This is
 the behaviour I can discern from my contact list:

  * For online buddies, Last Seen = time from last conversation (and is not
 always reported -- though it is reported for some (but not all) of my ICQ,
 MSN, and !GoogleTalk buddies)
  * For offline buddies, Last Seen = last time you saw them sign off (which
 is then duplicated by the "Signed Off" time), but there is sometimes two
 lines with "Last Seen", one reporting "Last Conversation", the other
 "Signed Off".

 I may just be getting lucky and it happens that I'm usually online when
 people sign off, so "Signed Off" and "Last Seen" may not always be equal.

 If it's not officially supported at the moment, if "Last Conversation" is
 available, it should be reported, too (I think this is what the duplicate
 "Last Seen" is supposed to be). My proposed formatting changes should then
 be for all time info (Last Seen, Signed On, Signed Off, and Last
 Conversation)
