 Here is an update:

 I uninstalled Pidgin, deleted the contents of .purple, and reinstalled
 Gaim.  All my old accounts were still there.

 I reinstalled Pidgin (automatically uninstalling Gaim).  This time Pidgin
 came up with no accounts configured.  I couldn't persuade it to display
 the error message that prompted me to start this ticket.

 Since I could no longer recreate the problem I gave up on it and simply
 reconfigured all the accounts by hand.

 For what it's worth, I suspect that the original problem was due to the
 configuration folders being offline folders (which appear to refuse some
 operations when they are offline).
