 The plugin is called List Handler but is not shipped with Pidgin.  Instead
 it is a part of the [http://plugins.guifications.org/trac/wiki/PluginPack
 Purple Plugin Pack].  Using the plugin in the manner you seem to be
 suggesting is a very bad idea given that Yahoo, MSN, AIM, etc. store their
 buddy lists on the server--add the account to Pidgin and your buddy list
 will appear.  I have not implemented, nor do I plan to, the ability for
 listhandler to rearrange an existing buddy list.  The plugin is meant to
 give libpurple clients the ability to handle exports and imports of buddy
 lists like the official AIM clients do.  As such, it is beyond
 listhandler's scope to provide anything more than aid in migrating from
 one account to another account on the same protocol.
