 I agree that this is working as designed, but I likewise agree that the
 design has issues. I'm not sure what we gain by having a changing taskbar
 icon nor what we gain by shrinking buddy icons down to infinitesimal
 sizes. I'd vote for either always using the active tab icon or (better in
 my opinion) just using the pidgin icon for all conversation windows. (I'd
 be open to making window icon stuff controlled by the conversation
 placement stuff if/when I get around to making window titles controlled by
 them as well.)
