 Luke, I'm not sure if you understand the problem.

 Do you agree in Windows it would be better for Pidgin to order dialog
 buttons:
 [OK] [Cancel]

 like in other Windows applications, rather than the GTK default (from
 Gnome):
 [Cancel] [OK]

 If so, how can this be achieved as the default setting without each user
 editing their gtkrc?
