Comment:

 (In [4dca54aaf1189ab2682e723f9f60971e92aeb2ea]) A somewhat-Warmenhoved
 patch from tfujiwara to allow for the smiley theme
 description data to be translated.  I haven't tested my last set of
 changes
 to make sure you can actually still see a translated name, but he's going
 to check it for me, I hope.

 Closes #1342
