 In the 1.5 versions of Gaim, the formatting toolbar was placed in a static
 position. This was appropriate, and a smart decision as the UI was not
 affected by variable factors other than the size of the window, which of
 course is determined by the user and typically doesn't change all that
 often. In the latest versions of Pidgin (up through 2.0.1) the toolbar is
 shifted based on the size of the other user's buddy icon. This is
 inappropriate, as it causes severe UI discontinuity just by messaging
 various users, and in some instances causes some functions in the toolbar
 to become unusable since the buttons are shifted beyond the window border.

 The most obvious example is the conditions between AIM icons and Yahoo
 icons, though it's wholly dependent on the dimensions of the images
 regardless of protocol.

 The formatting toolbar should revert back to its previous static position
 within the IM window above the buddy icons and messaging area, as in
 previous versions of Gaim.
