Comment:

 There is no inherent reason that Groups should apply only to a single
 account.

 The complication you're seeing related to other users on the same machine
 are caused by misuse - multiple people shouldn't be sharing a user
 account(I realize this isn't really avoidable on win98, but that is
 besides the point).
