 "Allow only the users below [to contact me]" -> add user.

 The dialog is pretty much useless especially for ICQ where a user's name
 isn't the same as the user's ICQ number (or alias in Pidgin-talk). I'd
 have to manually type ICQ numbers/emails/nicknames of every user I'd like
 to see in that list.

 This dialog could be replaced or complemented by a different dialog:

 1. Show all users from the contact list with a checkbox (see Miranda). A
 checked user belongs to the list, unchecked doesn't

 -or-

 2. Allow dragging and dropping users from the contact list into the
 privacy window
