 The privacy dialog is the worst dialog in pidgin, it is in desparate need
 of being rewritten from the ground up since it fails to support the
 privacy settings of most protocols, if you want to step up to work on it
 you are more than welcome to do so.

 Showing the users from the buddy list is less than helpful for many
 circumstances since you can easily want to add people who aren't on your
 list. Allowing drag and drop is not a bad idea however and likely should
 be supported.

 ICQ uses the UIN as the unique identifier, the nicknames are not, that's
 just how it works, if you don't like needing to deal with the UINs stop
 using ICQ. And needing to type in the users information (or paste it) is
 far from useless.
