 I tried with v2.2.2 on Windows, still the same, it displays the topic for
 some channels and not for others.

 I was on irc server us.ircnet.org

 PS: I also noticed, that when this happens, I also noticed that all users
 in the user list are shown as normal users, that is none is marked as
 operators, even when they really are.
