#3842: Tab showing when only one conversation is open (no, really)

 My settings in {{{Preferences->Interface->Tabs}}} are as follows (I don't
 know the relevance of this information but I'm attaching it anyway):
 {{{
 [x] Show IMs and chats in tabbed windows
 [x] Show close button on tabs

 Placement:         [Bottom     |v]
 New conversations: [Last created window |v]
 }}}
 ----
 I think there was a change log for a release of Pidgin a while back that
 addressed a bug where a tab would show even though only one message window
 was currently open. Then, a new feature was presented where there is some
 sort of pseudo-tab that you can drag and drop into other message windows
 to group/ungroup chat windows. As far as I can tell though, the addressed
 bug mentioned above reappeared after Pidgin 2.1.1 (things were working
 fine in 2.1.1), but in a more subtle way: Only is it noticeable when you
 set the "Placement" setting to anything else but "Top". Try for example to
 first open any conversation window and then the Preferences window and
 toggle the Placement setting for Tabs from Top to Bottom repeatedly and
 you'll notice that the tab bar appears/disappears.

 Pidgin 2.2.2 compiled on Ubuntu/Linux 7.10

 Attached is an image of what it looks like when I have just one tab open.
