just means that they will just stay the way they are - your local buddy
list ordering, aliasing and such will be lost every time. I wouldn't
consider this "fixed".
You're right, they ''should be'' written every time a change is made.
That's exactly what the problem is. When running Pidgin as an Admin to
set it up, I also had the .purple folder open, and watched the .xml files
update. After I had everything to my liking, I exited Pidgin, and
reopened. I watched the .xml files in the .purple folder ''revert back to
their original state''.

So no, it isn't exactly fixed, but at least it's usable for the time
being. Yes, I will have to do the whole copy & paste thing every time I
make changes or add a buddy.

I really do not understand why this is happening, but I remain convinced
that this is a Vista issue of some sort. I have added Pidgin to every
"allow" list I can find, and supposedly my Vista user alias owns all files
related to it.
