Comment:

 Make sure you have the 2.2.1 version of all of the pidgin (and libpurple)
 packages, also make sure you don't have any self-compiled versions of
 pidgin/libpurple still lying around in /usr/local (or anywhere else), then
 finally read https://bugs.launchpad.net/ubuntu/+source/pidgin/+bug/144122
 and make sure you are using the fixed version (or make the change
 yourself). Also, for the record the flashing feature was always in a
 plugin (the raise window on new messages feature was not, and your window
 manager/desktop environment may have been flashing as a result of the
 raise feature).
