 Windows has no standard that I know of for what happens when you
 right/left/double-click a tray icon, but Pidgin's system has some definate
 shortcomings:

 - single-clicking the icon does nothing
  - single-clicking MS-provided tray items will typically bring up the
 associated window
  - most but not all Windows programs copy this behavior
 - right-clicking the icon brings up a menu, but from that menu you can not
 bring the buddylist to the foreground unless it is minimized
  - there is a "Show Buddylist" item in the menu, but selecting it toggles
 it off and minimizes the buddylist - the opposite of what you probably
 want in the case where the buddy list is not foremost
   - the behavior of e.g. Wireless Properties and Volume Control and
 everything else I've seen is for this _not_ to be a toggle but to always
 unminimize and bring foremost the window; which makes sense to me
 - the right-click window is often difficult to dismiss
  - if you bring it up then left-click in e.g. Internet Explorer, the menu
 will often not dismiss tho sometimes it does. I can't figure out when it
 does or does not.
  - if you bring it up then right-click in another tray icon the menu never
 dismisses resulting in two menus open at the same time.
  - if you bring it up then try to double-click the Pidgin tray icon it
 doesn't work leaving you in the case where the menu can't be dismissed in
 the annoying position of having to un-"Show Buddylist" just so you can un-
 minimize it again.
 - double-clicking the icon is similarly messed up - if the buddy list is
 maximized but not foremost, it will minimize
  - often it will not minimize, but in fact do nothing at all
  - often when the buddylist is minimized doubleclicking the tray icon will
 maximize but _not_ bring foremost.
  - the combination of all the wierdness it that I find it often takes six
 or eight clicks to get the buddylist maximized and foremost - interface
 nightmare!

 So in summary:
  - change "Show Buddy List" to not be a toggle
  - fix various issues with dismissing the tray menu
  - fix various double-click tray icon issues
  - make single click work like double-click
