 Update:
 I think I've figured out when the menu does/doesn't dismiss properly:

 - If you right-click the icon, then move the mouse pointer down and/or to
 the right so that no menu items are ever highlighted, the menu will stay
 up forever.
  - definately the wrong behaviour - two Windows-native menus are never
 displayed at the same time
 If you briefly highlight one of the menu items it will dismiss as soon as
 you move the mouse pointer away from the menu
  - also incorrect behaviour BTW: A right click menu should not disappear
 just because you moved the mouse cursor off the menu, only if you click
 somewhere else or press escape, etc.
   - the buddylist pulldowns work correctly in this regard
