Comment:

 This is almost certainly caused by something interfering with your
 connection.  An an error of 10060 means "Connection Timed Out" - the
 connection couldn't be made within a reasonable amount of time, so Windows
 told it to give up.

 Whether you like it or not, it is caused by something between you and the
 server.  There are many possible causes, the most likely causes are the
 ones you've mentioned - software firewalls.  If you're adamant about not
 looking at your network configuration, there isn't a whole lot that I can
 suggest because that is where the issue is.

 This is a duplicate of #2485 (and #3023 and many others - look at #3023
 for an example of someone who was willing to look at his firewall
 configurations and found a solution).
