 I think your workaround *is* the desired behaviour, certainly under
 Windows - it seems to me that most Windows apps are focus-based. Either
 way, it would certainly make Pidgin behaviour *much* less irritating.

 I'm still not totally convinced that it's related to #1915 - as I have
 said there, although the original steps were wrong, that is still a
 problem and occurs with the buddy window CLOSED i.e. in systray only. I
 don't see how it could ever be totally visible in this scenario: it should
 always open. I've posted an update there as well.
