 The fact that pidgin minimizes when it is obscured is the GTK+ bug (and I
 suspect the only reason that you find the behavior annoying).  To clarify
 further, the desired behavior is that the system tray would toggle
 visiblity - if it isn't fully visible, show the buddy list, and if it is,
 hide it.

 A reasonable workaround to the bug (which doesn't seem likely to be fixed
 soon) might be to (on systray click) show (and focus) the buddy list if it
 doesn't have focus, and to hide it if it does have focus.
