 The transition point definitely needs to be handled carefully. I would
 just add that having the trigger point be over the actual boundary would
 still introduce an unnecessary scrollbar, so it may be best to only adjust
 by making the big-to-small transition happen early.

 The flapping point is a valid concern in general, and I'd like to try to
 preempt the temptation to animate this (though I think this temptation
 would be small, since nothing else in Pidgin is animated). Animation draws
 more attention in the periphery than a sudden change would. I'm also
 guessing that the sudden change would distract about as much as the
 current addition/removal of a scrollbar.
