 Okay, I checked with xprop and "The visible hint bit is set" is showing in
 all cases (both working and non-working).  I'm not sure what the
 particular problem with the combination of KDE3/Compiz is.  I also tried
 using Kopete and it successfully flashes the taskbar in all of my test
 cases.  I ran xprop on it and it seems the way it accomplishes it is
 setting _NET_WM_STATE to _NET_WM_STATE_DEMANDS_ATTENTION.

 Would the appropriate measure be to file an enhancement request against
 the notification plugin?
