 pidgin does not set demands_attention anywhere. New windows are not
 created with urgency either (though the message notification plugin might
 cause them to have it). What is likely is that the KDE focus stealing
 prevention code is catching the window creation and translating that into
 demands_attention (assuming you have that feature on).
