Comment:

 The Message Notification plugin (which ships with Pidgin) lets you raise
 conversation windows when a new message is received.  If you don't mind
 all your message windows raising themselves when people IM you, does this
 do what you need?

 If not, perhaps the message notification plugin could grow an "only for
 new windows" option.
