Comment:

 If you want new message windows to be on top (and possibly be given focus)
 set your window manager to do that. Most people despise it when this sort
 of things happen so the major linux desktop environments have spawned a
 broken-basically-by-design idea about how to prevent new application
 windows from stealing focus. KDE lets you turn it off, I don't believe
 Gnome has yet allowed that. I'm going to close this because unless some
 new explanation is added here pidgin shouldn't need to do anything
 different (unless of course this means raise the entire tab window on new
 IMs in which case an Message Notification option might be warranted).
