Comment:

 It isn't missing, it is in the Message Notification plugin as the 'Urgent'
 hint. The Windows preference was moved into pidgin itself because Windows
 users complained sufficiently about how hard and confusing it was to load
 a plugin (in that case the Windows Pidgin Options plugin, which is where
 the flash for chat messages preference still lives).
