Comment:

 New conversation windows do not steal focus, Windows gives them focus
 because that is Windows policy for new Windows. If you don't want that to
 happen you can either use tabs (in which case only the first tab in a new
 window will be given focus) or you can enable the "Minimize new
 conversation windows" preference and have all your IM windows start
 minimized.
