Comment:

 pidgin doesn't grab focus basically at all, even less likely than most
 other cases is the case of a subsequent message in an existing window. Do
 you have the message notification plugin loaded and set to raise windows
 on new IMs? Do you have the flash on new IMs preference turned on? Do you
 have any other plugins loaded?
