 I'm having this same problem.  Here's what happened for me.

 Ran install for 2.4.3 upgrade... didn't realize that Pidgin was running
 under another account on the PC at the time.  Received numerous errors.
 Quit Pidgin on all users and ran install again... install successful.
 Icons were missing from then on.  I've uninstalled and reinstalled Pidgin
 twice.  Since the missing icons are from GTK+, is it possible that
 uninstall is not removing it and reinstallation is not changing it because
 it already exists, though buggy from the flawed install?  Any ideas on a
 fix?

 WinXP Pro SP2, Pidgin 2.4.3 (normal install from website, not a custom
 compile or anything)
