 This remains a problem as I am experiencing it under Windows Vista 32 bit
 using pidgin version 2.4.2

 As a further explanation consider this scenario:

 User start Pidgin in Rome, Italy at GMT +1:00.  The user then flies to New
 York, NY which is at GMT -5:00 and changes their time zone setting
 accordingly without closing pidgin (suspend/hibernate/etc).  All new
 timestamps generated by pidgin are still in GMT +1:00 until the program is
 restarted.
