Comment:

 Does this happen when you manually put a pidgin shortcut in the Startup
 folder in the Start menu or when you choose to auto-launch pidgin using
 the Windows Pidgin Options plugin (via the
 SOFTWARE\Microsoft\Windows\CurrentVersion\Run registry key), or both?

 The UAC documentation that I've seen is surprisingly unclear about what
 would cause this and using the Standard User Analyzer tool is also not
 particularly helpful.
