 If the "Add Account" dialog is set to be a child of the "Accounts" window,
 but still appears behind it, that seems to me (as someone blissfully
 ignorant of the history of that problem) like a bug that should be fixed
 in the window manager, rather than something that should influence
 Pidgin's design.

 If the "how to get back here" text is necessary, you could probably
 satisfy its intent more effectively by changing "Add..." in the Accounts
 window to "Add Another Account..." whenever the number of accounts is non-
 zero. That way you wouldn't need to rely on people remembering
 instructions they saw briefly five minutes ago and probably didn't read
 anyway.
