Comment:

 For the protocols that support such a privacy feature pidgin supports that
 via the Tools->Privacy dialog. MSN notably does not support that option
 and only supports 'allow below' and 'block below'. But for MSN 'allow
 below' tends to be roughly equivalent to 'allow only buddy list' because
 authorizing people to add you adds them to your privacy list (last I knew
 at least).

 Support for this for protocols that don't support it, or in any more
 general way, is best done via a plugin.
