Comment:

 There is a sound event for 'message starts a conversation'.

 The Options menu of a conversation window contains an 'Enable Sounds'
 option which is per-conversation and which is saved for buddies that are
 on your buddy list. (This probably doesn't apply to non-message sound
 events though.)

 The Purple Plugin Pack has a 'SmartEar' plugin (possibly only in the
 monotone repository) which may or may not work, but should allow for per-
 buddy sound control (from what I recall of its purpose).

 I think that covers everything. Let me know if I missed something.
