Comment:

 Yeah I'm not sure there's anything we can do about this--the error code
 comes from the server, and I'm pretty sure "service unavailable" is the
 correct message for that error code.  Bjoern improved the message in the
 German translation.

 I'm more curious why you got an error at all.  Shouldn't it have sent the
 message as an offline message?  Was this from an ICQ account to an ICQ
 account?
