 Found this while debugging some federated stuff today.

 If the buddy is on the RL, the code checks the PL and hopes there'll be a
 buddy there to ask the user about it. But if there's no-one on the PL, the
 server will send an ADL to put the buddy on the RL, and the code will
 check the PL again.
