 Yes, this seems to have been the problem.  Perhaps there can be some type
 of integrated way of dealing with privacy and contacts - I had the
 assumption by the way it was set up that when you selected something like
 'allow only the users on my buddy list' that this would be the only rule
 in effect.  Thanks!
